In Romania, the ICD-10 coding of medical conditions is in force, the de-pathologisation will be possible only after the implementation of ICD-11 coding. After reaching a conclusion of gender or sexual identity disorder, the patients benefit from psychotherapy, the prescription of treatment with specific hormonal products and later from surgical interventions for the medical component, if they desire to complement the transition. ...     As regards gender equality, the 2006-2009 National Strategy and Plan of Action for Equal Opportunities between women and men provide for actions to improve the situation of vulnerable categories, including those that are the most exposed to marginalization and social exclusion, because of multiple discriminations. Women are very much present in the political, social and economical life but there is still room for improvement insofar as representation at the top- decisional level is concerned. According to the assessment of the National Agency for Equal Opportunities between Women and Men (NAEO), in rural communities, women encounter obstacles in acquiring equal opportunities with men. Therefore, improving the socio-professional condition of women in rural areas is one of NAEO's priorities for 2008 (a job market for this category will be organized shortly). [Para 33]

    National Report:
    Para 88) In the field of domestic violence, the Ministry of Labor and Social Justice, through the National Agency for Equal Opportunities for Women and Men (NAEO), exercises the functions of strategy, regulation, representation and State authority and has attributions in the elaboration, coordination and implementation of the strategies and policies of the Government.
    Para 89) In order to strengthen public policy for eliminating gender based violence, including domestic violence, in 2012, the Romanian Government approved Government Decision no. 1156/2012 for the approval of the National Strategy for prevention and combating of family violence and the Action Plan for implementing the national strategy for prevention and combating of family violence for the period 2013–201726 .
    Para 90) By Law no. 30/2016 Romania ratified the Istanbul Convention imposing concrete measures on States Parties to prevent and combat violence against women and domestic violence. The Istanbul Convention proposes creating mechanisms to guarantee the protection of victims, raise awareness of the effects of the phenomenon, and prevent and combat all forms of violence.
    Para 91) In order to carry out the complex legislative steps required by the implementation of the Istanbul Convention, NAEO elaborated the necessary legislative package for the implementation of the Istanbul Convention, which includes the modification of the legislation regarding equal opportunities for women and men, on the prevention and combating domestic violence, the modification of the Criminal and Criminal Procedure Codes.
    Para 92) At the same time, the Governance Program for the period 2017–2020 provides a series of measures aimed to preventing and combating violence against women and domestic violence, and has as a prerequisite the adoption of the draft laws necessary for the harmonization of national legislation with the provisions of the Istanbul Convention and it will be transposed into secondary legislation, as well as the development of social services for victims of domestic violence and aggressors by implementing projects from European funds.
    Para 93) Another important task of the NAEO is to finance and/or co-finance programs of national interest in the field of gender equality and prevention and combating domestic violence. A number of projects were and are to be developed in order to raise awareness on this phenomenon.
    Para 95) Aspects related to domestic violence are being approached in the framework of the family law organized for the judicial trainees and for the continuous training by the National Institute of Magistracy.

    Para 48) As concerns recommendations 3 and 11, during 2010-2011, NCCD has developed, in partnership with the Ministry of Administration and Interior, the project "Training for trainers on preventing and combating all forms of discrimination". The project aim was to inform, educate and raise awareness among police officers on social issues aimed by theactions of various groups vulnerable to discrimination. The Ministry of Administration and Interior has implemented this course as a model of good practice in all counties Police schools of the Ministry and, starting with 1st October 2011, the course "Preventing and combating all forms of discrimination" was introduced within the training programs for the personnel of the Ministry.

    Para 11) Concerning the implementation of the 2008 UPR recommendation no. 4, JS4 stated that the Government did not take preventive measure to fight discrimination against homosexuals, including awareness raising programmes. It reported that no activity was carried out to address discrimination on the ground of sexual orientation in the framework of the 2007-2013 National Strategy for Implementing Measures on Preventing and Combating Discrimination. JS4 indicated that homosexuals remained one of the most discriminated groups. It further noted lack of awareness about and prejudices against sexual minorities among police forces and cases of harassment by or lack of response from law enforcement officers when asked to provide protection to victims of homophobic violence. JS4 reported that Romania did not provide training on respect of diversity and LGBT issues for law enforcement bodies ...

    Similarly, JS4 noted that no training on diversity and non-discrimination was provided for health care professionals as requested by the 2008 recommendations no. 28. JS4 noted that homosexuality remained listed under personality and behaviour disorder in the textbooks of medical universities.

    The Ministry of Education collects data regarding participation in education for persons belonging to national minorities; to combat school dropout, the Ministry implements the National Program for the Reduction of School Dropout, and the measures provided include the identification and registration of at-risk students in the Ministry’s database, as well as the identification and registration of children and youth out of school. The program currently targets lower secondary school students, where the school dropout phenomenon is most acute, and will be expanded to include primary education as well. ... Moreover, the new 2023 Law on Undergraduate Education provides for increased measures to tackle this phenomenon, by establishing the National Integrated Program for the Reduction of School Dropout. Pupils identified as at-risk of school dropout participate in national support programs with priority, such as the "School after School" Program, the "Remedial Learning" Program and benefit from additional support measures and facilities.
