    Take concrete measures in implementing the 30 percent quota for women in the nomination lists at national, provincial and local elections as pledged in the National Human Rights Action Plan.
    Explanation
    According to a determination of the Supreme Court in 2012 (in respect of election to local authorities), a mandatory 30% quota for nomination of women may not be prescribed by legislation as such a initiative would not be a meaningful step in the exercise of franchise. Further measures to encourage increased participation of women in representative bodies will be taken in line with MDG 3 and relevant national policies.

    Para 105) Moreover, positive measures have been taken to increase the participation of women in politics. For example, the Local Authorities Elections (Amendment) Act, No. 1 of 2016 reserves 25 percent of the total number of seats in a local authority for women candidates.
