CEDAW encouraged the establishment of the National Commission on Women. [Para 3]

End all forms of violence and discrimination against women, including domestic violence and child, early and forced marriage.

Ensure universal access to sexual and reproductive health and reproductive rights for women and girls.

The Independent Expert on the effects of foreign debt and other related international financial obligations of States on the full enjoyment of all human rights, particularly economic, social and cultural rights, recommended that Sri Lanka ratify the OP-ICESCR. [Para 3]

Prevent and combat all kind of discrimination, in particular those on the ground of ethnicity and sexual orientation.

Continue the efforts to promote and protect the rights of women, and strengthen measures already adopted aimed at enhancing their political participation.

Enact urgent legislative amendments to the Penal Code to ensure that the rights of women from all religious and ethnic communities are safeguarded.

Similarly, ECCHR recommended cooperation with the Special Rapporteurs on Violence against Women ... the Working Group on the Issue of Discrimination against Women in Law and in Practice, and the Special Representative of the Secretary General on Sexual Violence in Conflict. [Para 12]

ECCHR noted that female ex-combatants had limited mobility and freedom, diminished status in villages, faced a higher risk of rape and violence, and almost no recourse to justice. They were not allowed to move outside of their district without permission. GTF noted that through its vast network of checkpoints, between and within villages and towns, the security services were able to restrict the movement of residents and monitor their activities, as also noted by PEARL. [Para 48]

[The Committee on Migrant Workers] recommended that Sri Lanka oblige recruitment agencies to assign, upon request, female staff members to manage the recruitment of female domestic workers and make licensed recruitment agencies more easily accessible in order to reduce informal networks and reliance on brokers, including in rural districts. [ Para 57]

Recognize female genital mutilation as a violation of the rights of women and girls by strengthening its legislative framework, creating multi-sectoral coordination mechanisms and adopting policies to prevent and eliminate all harmful practices.

Prohibit discrimination in hiring, enshrine in law equal pay for equal work and establish a minimum wage.
